Windom Police Department reported on the 3rd an officer received a call at approximately 2pm that the ALC School had advised of a physical altercation between two 13-year-old students. The matter is being reviewed by County Attorney’s Office. On the 4th, a School Bus Stop Arm Violation was reported. It is important to remember it is illegal to pass a school bus from the front or the rear while the Stop Arm is out. If you do pass, you could be cited for a Gross Misdemeanor School Bus Stop Arm Violation. On the 5th another avoidable scam was presented to the Windom Police. A Windom Resident reported she began a relationship with a party through Messenger who claimed to be from Texas and in the military. The communication continued to Whatsapp. The male requested she send him money and or gift cards which she ended up sending the male party $600 worth of Apple Gift Cards by sending the numbers from the back of the card over Whatsapp. Once the female realized it was a scam, she messaged the party to stop contacting her. The Officer advised the female to block the party on Messenger and then on Whatsapp. The matter is under investigation as a Theft by Swindle for the $600 in gift cards. On the 8th at 5:15am an officer while on duty was patrolling Island Park when he observed a male in a vehicle slumped over and in the driver’s seat of the vehicle. After investigation and performing Field Sobriety Tests, an arrest was made of a 56-year-old male from Medina for 2nd Degree DUI, due to one prior within 10 years and his BAC being over .16.

Jackson County Sheriff’s Office reported on the 6th a deputy received a report of a burglary at an apartment complex in Jackson. The matter remains under investigation. On the 7th a deputy received a report of a Facebook Marketplace scam. A female from Nisland, SD said she paid $500 down for a dog and was to meet the seller in Heron Lake to pay the remaining balance and pick up the dog. The seller never showed up at the meeting location. At 3:30pm Deputies responded to a report of a possible intoxicated driver on I-90 near Alpha. The caller said he observed the driver standing outside his vehicle and then tumble into the ditch. The caller said he stopped to check on the driver to make sure he was OK. As he approached, the driver fell down the ditch again. The caller believed he was under the influence of alcohol. A deputy arrived on scene and determined he was under the influence of alcohol. He was arrested and charged with 4th Degree DUI and 3rd Degree Test Refusal. On the 8th, a deputy issued a Notice To Abate an ordinance violation for an inoperable vehicle parked at a residence in Jackson and deputies took a report of a Facebook Marketplace scam involving the sale of a vehicle.

The weekly U.S. Drought Monitor map released Thursday, Oct. 5 was nearly identical to last week, with the exception of a very small amount of D1 (moderate drought) receding to D0 (abnormally dry) in east-central Minnesota.
- 18% of Minnesota is experiencing abnormally dry conditions.
- 38% of the state is in moderate drought, increased from 36% last week.
- 36% of Minnesota is in severe drought, decreased from 39% last week.
- 8% of the state is in extreme drought, unchanged from last week.
- The previously described increase in the amounts of moderate and severe drought are a reflection of improvement from decreasing coverage of extreme drought.
