Windom Police Department reported on the 5th at 4:55pm officers were dispatched for a disorderly conduct, damage to property situation on 10th Street. The reporting party stated an individual was being threatened with a pipe and a window had been broken. After investigation a 46-year-old female from Windom was placed under arrest and after review from the Prosecuting Attorney’s Office was charged with Disorderly Conduct and Damage to Property Charges. Then at approximately 9:29pm an officer was dispatched to the area of 10th Street and Lakeview Avenue in regards to a hit-and-run. The Reporting party stated they saw a vehicle strike an older red truck and it was now located on the northwestern side of Lakeview Avenue. The officer while in the area observed a vehicle stationed directly behind the suspect vehicle and made contact with the driver. After investigation with this driver, 26-year-old male from Windom for Driving While Intoxicated. A citation was issued and the male was released when he became sober. As the investigation on the hit and run continued the officer spoke to the owner of the vehicle that had been damaged. The officer attempted to speak with parties involved inside a residence at the intersection of Lakeview and 10th Street, but they refused to come out and speak to the officer. After a search warrant was executed and further investigation of the driver who showed signs of impairment, an arrest was made of a 49-year-old male from Windom for Driving While Intoxicated and Hit and Run, Collision with Unattended Vehicle, pending review by Prosecuting Attorney.

The Cottonwood County Board of Commissioners met on the 7th, approving a mix of routine business, infrastructure projects, and policy decisions impacting residents across the county. Commissioners officially recognized emergency dispatchers by proclaiming April 12–18 as National Public Safety Telecommunicators Week, highlighting the critical role those professionals play in public safety. The board approved hiring a new part-time jailer/dispatcher, pending completion of all requirements. Several resolutions tied to infrastructure and long-term planning were also adopted. One agreement moves forward a cooperative project with MnDOT to replace traffic signals at the intersection of Highway 60/6th Street and CSAH 17 in Windom. Another resolution adopts and implements the Blue Earth River Watershed Comprehensive Watershed Management Plan, a regional effort aimed at improving water quality and managing natural resources. The board also recommended Andy Geiger for appointment to the Red Rock Rural Water System Board of Commissioners. A notable policy decision included the adoption of a new county ordinance regulating the types of firearms allowed for deer hunting, an issue that has drawn public attention in recent months. Commissioners approved April warrants totaling $181,525.

At the Windom City Council meeting on the 7th, Council approved the formation of a Joint Airport Zoning Board, marking the first major update to the city’s airport zoning regulations in nearly five decades. City Administrator Steve Nasby told council members the current zoning dates back to 1978 and must now be revised to meet updated requirements from the FAA and MnDOT. As part of that process, the city will work alongside Cottonwood County and local townships to establish a joint zoning board that will guide the update. Council member Scott Benson and Matt Fast Building & Zoning Official have been appointed to represent the city, while surrounding townships and the county have been invited to participate. So far, officials report no concerns from township representatives. Nasby noted that one positive outcome of the update is a reduction in the airport’s zoning footprint. Earlier plans from 1978 included a much longer crosswind runway than what is currently proposed, meaning the revised zoning areas—such as approach and clear zones, will likely shrink. The zoning board, with assistance from airport consultants, will draft updated ordinances and maps. The process will include a public hearing before being submitted to MnDOT for final review and approval. In related airport business, the council tabled the 2026 apron reconstruction project. Officials said recent rule changes from MnDOT and the FAA require revisions to the design plans. Construction is now expected to be pushed back to 2027.
