The Cottonwood County Board of Commissioners met on Tuesday. Commissioners approved the agenda and the minutes from their August 19th meeting. Among items of business, the board voted to apply for an Ag Inspector grant. The board also approved signing an agreement with the Minnesota Department of Natural Resources, Ecological and Water Resources Division. This agreement allows the DNR to install and maintain a test hole, also known as a water level observation, well, on either private or public land in Cottonwood County. These wells are used to monitor groundwater levels over time, providing valuable data for managing local water resources, protecting drinking water supplies, and planning for drought or flood conditions. In other business, commissioners approved submitting an application for opioid settlement funding and agreed to transfer ownership of a horse barn on parcel 25.673.0480 to the Cottonwood County Ag Society. The Windom City Council met on Tuesday. The Council adopted Ordinance No. 202, 2nd Series, amending the city’s zoning map for three parcels of land. The council approved the second reading of the ordinance, along with the Title and Summary for publication. The zoning changes were recommended by the Planning Commission and agreed to by the property owners. The ordinance rezones property at 1755 First Avenue, owned by Robert and Bonny Messer, from Light Industrial to Highway Business. Two residential parcels at 164 12th Street, owned by Jeffrey Wright, and 174 12th Street, owned by Rachel Bjorklund, were changed from Light Industrial to Urban 1 & 2 Family Residential. Officials say the rezoning brings these parcels in line with adjacent property uses. The ordinance will be published in summary form on September 10th and takes effect upon publication. The council also heard the 2025 audit presentation for Windom Area Health at Tuesday night’s meeting. The report was presented by Ryan Strusz, Principal of CliftonLarsonAllen, along with John Peryl, Chief Financial Officer at Windom Area Health. The audit was completed with a clean result. Strusz noted that Windom Area Health has shown growth in revenue, even as many rural healthcare providers have faced financial struggles or closures in recent years. He commended the hospital for maintaining stability and growth during a time of both ongoing construction and industry challenges. The council voted to approve and accept the 2025 audit presentation.
