A Jeffers man is facing felony charges after authorities say he stole over $10,000 worth of property from a Cottonwood County farm over a six-month period. 40-year-old Carlos Joel Rosario Torres has been charged with two counts of felony theft. According to court documents, the thefts occurred between October 10, 2024, and April 9 of this year, from a farm owned by Oren Preheim. Among the items reported stolen were a homemade tire shear, steel tables, a windmill, and a Ford Ranger. Investigators say Torres sold the items to Hilltop Auto Salvage, where he was a frequent visitor. The thefts were reported to the sheriff’s office on April 9, leading to an investigation. Torres later admitted to taking the items but claimed he had bought them from someone else—a claim that was later denied. If convicted, Torres faces up to 10 years in prison and a $20,000 fine for each felony charge.
