Windom Police Department reported on the 7th at approximately 3:24pm in the 600 Block of 17th Street, a two-vehicle accident occurred. A 2015 Ford Explorer was stopping for traffic ahead when a 2011 Chevy Malibu driven by a 17-year-old juvenile male from Windom rearend the Explorer. The Juvenile had a bloody nose and was looked at by EMS with no transport. The Malibu received moderate-disabling damage and the Explorer reported minor damage. On the 8th at 3:18am an officer was leaving Windom Area Health parking lot when he observed a running vehicle that was occupied. The officer observed the male in the driver’s seat to be hunched over and appeared to be sleeping. The officer also observed a firearm between the driver’s seat and center console which was later determined to be a BB gun. After further investigation, an arrest was made of a 27-year-old Windom male for Gross Misdemeanor 2nd Degree DWI, pending the results of the urine sample. along with the review by City Attorney’s Office.

Mountain Lake Police Department reported they had 5 calls in the week of November 1st to the 5th. An officer conducted a welfare check, assisted another agency with a driving complaint that they were unable to locate. An officer handled a call regarding a lost debit card and advised the caller how to proceed. A driver was cited at the intersection of 3rd Ave and 15th Street for Driving after Revocation and an officer checked on a vehicle parked at a business.

Cottonwood County Board of Commissioners met on Tuesday. The Board moved to approve the Cannabis Oriented Business and Use Ordinance as presented. After discussion, the commissioners extended the timeline for the decision on the potential EAW 15 working days to consult with legal counsel and draft any Findings of Fact. The Board than moved to support a contribution of $20,000 to the SMAMHC pending a signed document that all 18 counties will participate. The Agreement for County State Access Highway Designation, Construction and Maintenance of CSAH 26 between Cottonwood County and Jackson County was approved. The Board adopted resolution 23-11-07A “Resolution for Agency Agreement” regarding the CRSP Agreement. And Commissioners approved the Partnership Agreement between Cottonwood County and Brown, Jackson, Martin, Nobles, and Rock Counties and to approve the purchase of an electric pick up. Resignations and hires were approved as presented and a motion was approved to advertise for bids for the new Public Works Building. All policies brought forward for amendments were approved. The commissioners agreed to allow all non-union (non-elected) employees to receive a step increase, if warranted and with a satisfactory performance review, and a 3% COLA for 2024. A Motion to adopt resolution 23-11-07B “Calling for a Public Hearing on the 5-Year Capital Improvement Plan and Authorizing the Issuance and Sale of General Obligation Capital Improvement Plan Bonds.” Was approved. The Board then closed the meeting to discuss Litigation: The Toro Company vs Cottonwood County.
