The Windom City Council heard detailed proposals Tuesday night from three broadband providers interested in purchasing WindomNet, including Midco, Federated Broadband, and Southwest Minnesota Broadband Services. All three companies fulfilled the city’s Request for Proposals requirements for the potential sale of WindomNet, including maintaining a local customer service presence, establishing advisory board or community input opportunities, and providing long-term service agreements for city facilities. Midco presented a long-term fiber expansion strategy and emphasized its 95-year company history and large-scale investment program. Officials highlighted a $500 million “Fiber Forward” initiative, 21,000 miles of fiber network, and 99.99% core network reliability. Midco’s proposal included a $8.2 million purchase offer along with an additional $1.2 million investment into system upgrades. The company also proposed a local Windom storefront, continued use of the city’s telecommunications commission as an advisory group, and up to 10 years of free or reduced-cost internet service for city facilities. Midco emphasized no contracts, no data caps, local customer support, and 24-hour outage response goals. Federated Broadband outlined its cooperative ownership model and rural electric roots dating back to 1935. Leaders emphasized local control, community reinvestment, and existing regional fiber expansion projects supported by millions in state grants. Their proposal included a $6 million purchase offer, $40,000 per year for 10 years in community support, and commitments for a local Windom office and advisory board participation. Federated representatives also stated complimentary internet service for city facilities would continue with no set end date, beyond the company’s initial 10-year proposal discussions. Southwest Minnesota Broadband Services focused on its joint-powers cooperative structure formed by several southwest Minnesota cities and its mission to bridge the rural digital divide. The company highlighted its existing regional fiber buildouts, grant-funded expansions, and current services already operating in parts of the area. Their proposal also included a $6 million purchase offer, a $12,000 service credit for 10 years for city use, and plans to replace legacy equipment with upgraded fiber and Wi-Fi 7 technology, along with managed Wi-Fi and transparent local customer support. A key difference noted in the presentations was email retention, Midco and Federated confirmed customers could keep existing email addresses, while Southwest Minnesota Broadband said it would need to review that issue further. All three companies stated that there would be possible future employment opportunities for the existing team at WindomNet.  At the May 19th meeting, the council will go into a closed session to discuss and review all three proposals before making a final decision on WindomNet’s future.
