Mountain Lake Police Department reported 11 calls in the week of May 13th to May 19th. An officer handled one dog at large and one dog bite call. An officer assisted a traveler with finding a place to stay for the night, took two separate  reports of an Order for Protection/Harassment Restraining Order (OFP/HRO) Violation with each report being unfounded. An officer handled a suicidal party, checked on a suspicious vehicle and responded to a burglary alarm that turned out to be false. An officer conducted a welfare check, handled a Verbal Domestic Call and two ordinance warning letters were issued.

Cottonwood County Board of Commissioners met on Tuesday. The Board approved the Home Initiative- New Construction application and resolution 24-05-21A for 705 Plum and the Resolution of the Board of the County Commissioners of Cottonwood County, Minnesota Providing for the Issuance, Sale and Delivery of $9,635,000 General Obligation Capital Improvement Plan Bonds, Series 2024A. The Commissioners moved forward with approving the purchase of a second electric pickup in the amount of $26,031 and they rejected any and all bids for Project 017-598-010. The Commissioners approved resolution 24-05-21B Second Amendment Dedicated County Resolution with one change to strike the word WILL in the last paragraph and replacing it with MAY.

The Cottonwood County Ditch Authority met on the 21st. There was a motion to approve the Findings and Order Cancelling Assessment on Murray-Cottonwood Judicial Ditch 5, parcel 15-019-0100 and the Findings and Order Initiating the Redetermination of Benefits in Group 1, Group 2A, and Group 2B.   • Motion to approve each of the Findings and Order Initiating the Redetermination of Benefits in Group 1: CD20 and CD30.

Windom City Council met on Tuesday. Public Hearing on residential tax abatement at 705 Plum Ave was held. No public comments were received. The resolution was approved for the tax abatement. According to Councilwoman Jenny Quade the council wanted to remind the public that the MNDOT public information meeting is scheduled for June 4th from 4-6pm at the Windom Community Center and the public is highly encouraged to come to this event. Quade went onto say the June 4th Council meeting will be held at 6:30pm at the Windom Community Center following the MnDot Open House. There will be time for public comments on the MnDot items on the council agenda for that evening and it will be at the top of the Council Agenda. Quade also reminded the council and the community that Riverfest week is the first full week in June. The City Council is encouraging everyone to clean up their yards and wanted to remind the community that mowing your grass is a city ordinance listed under the City Code 90.02 Public Nuisances Affecting Health that states it is the primary responsibility of any owner, occupant or agent of any lot or parcel of land to maintain any weeds or grass growing thereon at a height of not more than six inches. City Code 90.02 Public Nuisances Affecting Health.

 Section (H)

(H) All noxious weeds, including all weeds defined by the State Commissioner of Agriculture to

be injurious to public health, roads, crops, livestock and other property including obviously neglected lawns and/or yards, as determined by the city.

(1) It is the primary responsibility of any owner, occupant or agent of any lot or parcel of land

to maintain any weeds or grass growing thereon at a height of not more than six inches; to remove all public health or safety hazards therefrom; to install or repair water service lines thereon; to treat or remove insect-infested or diseased trees thereon; and, when deciduous trees have seasonally lost their leaves, to clean up and remove the leaves from the premises.

(2) It is unlawful for any owner, occupant or agent of any lot or parcel of land to allow any

weeds or grass growing upon any lot or parcel of land to grow to a greater height than six inches or to allow the weeds or grass to go to seed.

(3) It is unlawful for any owner, occupant or agent of any lot or parcel of land to fail to

promptly remove leaves from the premises after deciduous trees have lost their leaves.

(4) It is unlawful for any owner, occupant or agent of any lot or parcel of land to fail to remove

all public health or safety hazards thereon, to fail to install or repair water service lines thereon or to fail to treat or remove insect-infested or diseased trees thereon.

(5) If any owner, occupant or agent fails to comply with this division (H)(5), and after notice

given by the city, has not within 48 hours of the notice complied, the city shall cause the weeds or grass to be cut, or leaves to be cleaned up and removed, or public health or safety hazards removed, or water service lines repaired, or diseased or insect-infested trees treated or removed, and the expense thus incurred, including administrative costs, shall be the personal liability of the owner of the premises. A bill, indicating the cost, shall be sent to the owner, occupant or agent. If the total amount is not paid in accordance with the terms indicated on the bill, the amount of the costs and expenses incurred, plus accrued interest on the unpaid balance, shall be charged against the property involved as a special assessment as authorized by M.S. § 429.101, as it may be amended from time to time, and other pertinent statutes for certification to the County Auditor and collection the following year along with the current taxes.

The Annual Poppy Distribution by the American Legion Auxiliary starts today through Saturday the 25th at Windom HyVee from 9am to 6pm. Poppies are a symbolization of the sacrifices made by fallen service members. All donations help veterans, military and their families in our community.
