The Windom Police Department responded to a Domestic Assault on the 24th at approximately 8:51pm in the 100 Block of 9th Street. After investigation citations were issued to a 34-year-old male and a 29-year-old female both of Windom for Domestic Assault. On the 25th officers were patrolling State Highway 60 and at the intersection of 3rd Ave traveling behind two motorcycles when they noticed an obscured and obstructed license plate. After initiating a traffic stop and investigation an arrest was made of a 51-year-old female of Lakefield for Driving While Intoxicated. On the 26th at approximately 12:20 a.m. officers responded to a domestic assault in progress in the 60th block of 9th Street. After investigaton, an arrest was made of a 40-year-old male of Windom for Felony Domestic Assault, Interfere of Emergency Telephone Calls, Obstruct Legal Process and Misdemeanor Domestic Assault, pending review of Prosecuting Attorney Office.

The Windom City Council voted Tuesday night to move forward with the sale of WindomNet to Federated Rural Electric Broadband following a special meeting devoted entirely to the future of the city’s telecommunications utility. Before discussion began, City Attorney Ron Schrammel explained that under Minnesota law, the written proposals submitted by the three companies: Federated Rural Electric Broadband, Midco and Southwest Minnesota Broadband remain private until a purchase agreement is finalized or all proposals are rejected. However, council members were allowed to publicly discuss the contents of those proposals during the meeting. City Administrator Steve Nasby reviewed the major points of each offer.
- Federated Rural Electric Broadband proposed a $7.5 million purchase price, a $400,000 donation to the City of Windom at closing, 10 years of free services for city facilities, commitments to current employees, a local office, city representation on its broadband advisory committee and responsibility for required state and federal regulatory filings.
- Midco offered an $8.2 million purchase price, $1.2 million in system upgrades, free and discounted city services over 10 years, a local office and retail store, a citizen advisory committee, and responsibility for regulatory filings.
- Southwest Minnesota Broadband proposed a $6.5 million purchase price, a $100,000 annual donation to the city for 20 years, annual service credits, IT support during the transition, employment opportunities for current staff, a local office, advisory committee representation and responsibility for regulatory filings.
Councilman Scott Benson made the motion to sell WindomNet to Federated Rural Electric Broadband based on the terms presented. Councilwoman Jenny Quade seconded the motion. During council discussion, Quade said he believed Federated’s proposal offered strong long-term value, noting the company’s response times, infrastructure investment and the city’s potential to earn investment income from sale proceeds after paying existing debt. Councilman Jayesun Sherman voiced his support for Southwest Minnesota Broadband, saying he believed the company’s long-term annual payments would provide greater benefit to the city. Following a roll call vote, the motion to sell WindomNet to Federated Rural Electric Broadband was approved by a 3 to-2 vote. Councilmembers Scott Benson, Jenny Quade and Jim Nelson voted in favor. Councilman Jayesun Sherman and Dennis Esplan voted against the motion. City Administrator Steve Nasby said the next step is for city staff and the city attorney to negotiate a mutually agreeable purchase agreement. The first reading of the required ordinance is expected at the August 4 City Council meeting, with a second reading anticipated August 18th. Following publication, the ordinance would take effect later in August.
