The Jackson County Sheriff’s Department reported 50 calls from June 15th to June 21st. Deputies responded to 2- Domestic Disturbances, 4- Disturbances, a report of cattle out on a road in Alba Township, a Mental Health situation at a rest area in Clear Lake, a Child Protection Issue, a report of stolen scooter, an ordinance violation, a missing person, a dog bite, an illegal dumping of garbage, a juvenile issue, and trespassing in Robertson Park. Deputies conducted 4- Welfare Checks and several traffic stops. The Windom City Council held the first reading of a proposed ordinance that would establish regulations for crematories and pet crematories within the city at the June 16th meeting. The proposal, Ordinance No. 208, 2nd Series, was recommended by the Windom Planning Commission following a public hearing on June 9. No members of the public attended the hearing or submitted comments on the proposed ordinance. Building and Zoning Official Matthew Fast told council members the ordinance was developed after the city received a request to allow a new use within the I-1 Light Industrial zoning district. City staff researched ordinances from other communities, consulted planning resources and the League of Minnesota Cities, and worked with the City Attorney to draft the proposed regulations. Under the ordinance, both crematories and pet crematories would be allowed as conditional uses in the city’s Light Industrial district, meaning each proposal would require approval through the Conditional Use Permit process. The ordinance establishes definitions, licensing requirements, setback standards, operational requirements, and performance standards. Human crematories would be required to maintain licensing through the Minnesota Department of Health, while pet crematories would be regulated through the Minnesota Board of Animal Health. Both would also be required to comply with Minnesota Pollution Control Agency regulations regarding emissions and air quality. The proposal specifies that pet crematories are intended for dogs, cats, rabbits, ferrets, and other small domesticated animals. Large animals such as horses, cattle, and pigs would not be permitted unless the facility has specialized equine cremation equipment. During Planning Commission discussion, questions were raised about whether the ordinance would affect existing veterinary clinic services. Fast explained that animal clinics are already a permitted use under city code, and the local veterinary clinic’s existing operations would not be impacted by the proposed ordinance. Additional provisions prohibit the scattering of cremated remains on site, require screening of delivery and unloading areas, prohibit exterior storage of remains and equipment, and establish a 500-foot setback from residential zoning districts. The second reading and final adoption is scheduled for the council’s July 7th meeting.

The Red Rock Central School Board’s Negotiations Committee will meet Friday, June 26, at 8:30 a.m. in the district conference room. On the agenda, is negotiations-related discussions with several district positions. Scheduled meetings include the Dean of Students and Activities Director at 8:30 a.m., the Business Manager at 9:00 a.m., and the Superintendent’s Administrative Assistant at 9:30 a.m. No old business is listed on the agenda. Additional discussion may take place as part of the committee’s negotiations process. The meeting is scheduled to begin at 8:30 a.m. Friday at the Red Rock Central School District Conference Room in Lamberton. This meeting is open to the public.
