At its December 2nd meeting, the Windom City Council discussed whether the city should allow data centers within city limits and asked the Planning Commission to study the issue and make a recommendation. City officials noted that while very large data centers often locate in major metro areas, smaller facilities, using between 10 and 50 megawatts of power, are increasingly looking at smaller communities that have available electric infrastructure. That trend presents potential economic development opportunities for cities like Windom. The discussion comes after the city worked with a data center developer in 2024 on a project located just outside city limits. While several sites inside Windom were considered, City Code currently does not address data centers as a permitted or conditional use in any zoning district. The council also referenced past economic development efforts, including a previously identified “shovel-ready” data center site in the North Windom Industrial Park and earlier EDA goals focused on attracting a data center. Officials emphasized that the city prefers potential sites within Windom’s municipal electric service territory, so any revenue generated would benefit local ratepayers. Following the discussion, Councilwoman Jenny Quade noted that the council is recommending the Planning Commission review data center permitting and land use considerations, and then provide guidance to the council on whether data centers should be allowed in Windom and under what conditions. The Planning Commission’s future recommendation would help inform updates to City Code and provide clarity for economic development inquiries moving forward.
