Windom Police Department reported on the 18th at approximately 5:08pm an officer was heading southbound on Highway 60 and observed a vehicle traveling northbound on Highway 60 at a high rate of speed. The officer activated his radar showing the vehicle was traveling 13 mph over the posted speed zone. After initiating a traffic stop and investigation, an arrest was made of a 40-year-old Windom male for 2nd degree DWI a Gross Misdemeanor, with 2 or more aggravating factors, pending review by the Prosecuting Attorney’s Office. At 6:06pm officers received a fireworks complaint at the intersection of 2nd Ave and 14th Street. After speaking with the offender and explaining that she could not continue to shoot fireworks, the officer left the scene, and the 41-year-old female went back to shooting off her fireworks. The officer then issued a citation to the female from Windom for Possession/Explode/Use of Fireworks.

The Cottonwood County Board of Commissioners met on Tuesday. During the meeting, commissioners approved several actions, including a 30-day public comment period for the county’s new AI policy and multiple infrastructure and maintenance projects. B.C. Johnson Construction was approved for a kitchen cabinet upgrade, and Holt’s Cleaning Service will handle new flooring, with a combined total of just over $24,000. The board also approved the purchase of two new Western Star dump trucks for the highway department, at a cost of about $339,000 per unit. In addition, commissioners adopted a resolution for the Local Bridge Replacement Program and approved winter maintenance agreements with Jeffers, Mountain Lake, Westbrook, and Lakeside Township. Other actions included approving the 2026 pay matrix, posting for a part-time Building and Grounds position, and amending a lease with United Community Action Partnership for their new location at 1406 9th Avenue. The meeting adjourned after approving October warrants totaling $105,840.

Windom’s Economic Development Authority Director Sonya Wilt outlined new progress in the city’s Child Care Strategic Supply Plan during Tuesday night’s City Council meeting. Council members approved accepting the award of technical assistance for the plan, approved a Memorandum of Agreement between First Children’s Finance and the City of Windom, and ratified Director Wilt’s signature on the document. Wilt explained that Windom, in partnership with School Superintendent Jamie Frank, has been working with First Children’s Finance on a grant from the Minnesota Department of Children, Youth, and Families. While no direct funding will go to the City, EDA, or School District, the program provides technical assistance to help develop new child care opportunities in Windom. The long-term goal is to open a new child care center by September 2026, located in the east wing of the Early Learning Center home to Bridges Preschool and Adventure Club. The proposed facility would include rooms for infants, toddlers, and preschoolers, operated by the School District.  Commissioners also discussed potential parking improvements near Highland School to improve traffic flow and safety once the new center opens. Additionally, Wilt shared that the EDA and City plan to apply for a Taylor Farms grant to assist current and prospective in-home child care providers with licensing, training, and home upgrades. She also met recently with the Remick Foundation to explore additional opportunities to strengthen child care options in the community.
