Windom City Council Mayor Hilary Mathis swore in the newest officer to the Windom Police Department, Bryan Marcario, on the 7th at the beginning of the City Council Meeting. Marcario was welcomed and given praise from Council Members Jenny Quade and Jaysun Sherman. After swearing in, Marcario stated he would like to thank everyone in the Department from Head to Toe and his family for getting him to this moment. The Council then took another step forward in its ongoing flood protection efforts. The City Council approved a Levee Easement Agreement with NSI Rentals LLC. City Administrator Steve Nasby explained that the easement grants the City permanent rights to build, maintain, and access levee infrastructure on the property. The easement area covers a portion of land located near U.S. Highway 71 and State Highway 60 and includes roughly 788 square feet a small but strategically important section for the levee project. The agreement allows the city to install and maintain flood control improvements, including a levee, and restricts future use of that land to ensure the levee’s long-term integrity. City staff and contractors will be able to access the site as needed for inspections, repairs, or emergency response, and the city will cover all construction and maintenance costs. Officials say the easement is part of a broader flood protection plan designed to safeguard homes, businesses, and infrastructure within Windom. The council then approved the addition to the 2026 Street Project and an engineering services agreement. City Administrator Steve Nasby said the study will now include 17th Street between 4th and 6th Avenues.
The feasibility study will examine replacing water and sewer lines, curb and gutter, storm sewer, and street surfacing. If the project moves forward, costs would be assessed to benefiting property owners as allowed under state law. The Council also approved a Task Order agreement with DGR Engineering to begin design work for the 2026 project. According to Nasby, the feasibility report will be brought back to the Council once completed.
