At the Windom Economic Development Authority meeting earlier this month, Commissioners discussed guidelines for the Commercial Rehab Loan Program. An application was denied because the property was vacant and without a tenant, which doesn’t meet current rules. The board will explore other options to attract new businesses downtown, such as possible storefront rent incentives. The board approved a $3,000 forgivable loan through the Small Business Façade Improvement Program for painting the exterior of the Windom Laundromat at 1615 First Avenue. EDA Director Sonya Wilt reported that the Cemstone redevelopment grant is now closed pending development, which must be completed by spring of 2026. She also noted progress on the $1 million recruitment allocation tied to Premium Iowa Pork, which will include both forgivable and low-interest loans to support job growth. Wilt is also working with school officials on child care center possibilities and is updating an inventory of downtown properties.
