The Des Moines Valley Health and Human Servies are having their board meeting this morning. On the agenda are consent agenda items including approving prior meeting minutes, approve auditor warrants, receive a Regional Health Equity Network Grant presentation, approve hiring’s, approve resolutions, approve amendments, approve revised budget, receive informational/director reports, and other agenda items. On July 8th, 2023, at 12:53am the Windom Police Department saw a vehicle driving south on Highway 60 with no taillights. After the vehicle came to a stop at 7th street and Highway 60, an officer investigated and arrested a 38-year-old female from Windom who was subject to testing by probation. After a urine test, the female suspect tested positive for meth. She was held on an apprehension and detention order by probation.
The Economic Development Authority of Windom met earlier this week to give an update on the Windom Apartments. The conversation centered around how to replace the $10 million funding shortfall after the Hylife Foods closure so the developer can complete the project. The Windom Apartments developer is requesting a two-part low interest financing option between Windom Apartments LLC and the City of Windom of State appropriated funds, money that is passed on from the state to the City of Windom. That bridge loan would eventually be converted to the second part of the financing request which is permanent financing…
Lamb says there are also some conditions to both of those financing options. After much discussion about how to proceed, the Windom EDA decided to counter with a proposal that asked for an 18-month interest free loan that gave the developer 6 months to finish the project and 12 months to gain full occupancy, plus 2nd level of priority for the loan the city of Windom will have-1st being their primary funding, and having a lien check done on the developer.
